Calm: there is no problem on the site and everything is calm on the site

Stage 1: the site may be in trouble but it is still in fine shape (lose rules)

Stage 2: the site is in trouble but the situation is under control (OK rules)

Stage 3: the site is in trouble and it is clear there is a problem (tough rules)

Stage 4: the site is in deep trouble precautions may be needed wetpaint may be called in (strict rules)

Stage 5: the site is in critical condition precautions WILL be taken wetpaint will be called in
